Fix timeline partial to include cost/token metrics and controls

The HTMX-refreshed AgentEventsPartial was missing:
- Cost/token summary in header
- Live toggle button
- Autoscroll toggle button
- Comment form

Now matches the full page renderUnifiedTimeline output.
