Add Omni/Agent/PLAN.md - agent infrastructure roadmap
Defines architecture for multi-agent system with:
- Provider abstraction (OpenRouter, Ollama, Amp backends)
- Shared memory system (sqlite-vss, multi-user, cross-agent)
- Tool registry for pluggable tool sets
- Evals framework for regression testing
- Telegram bot as first concrete agent
